He is a living educational luminary who as a student of Dr. Benjamin S. Bloom carries his stamp and legacy. Working in the areas of Curriculum, Evaluation and Talent Search, as Head of the Department and Dean at NCERT, he has made valuable contributions both nationally and internationally, witnessing his ideas implemented in his own lifetime.
He has been a UNESCO consultant at IIEP Paris and at UIE, Hamburg and a Professor at IDS, Brighton and University of Shanghai, Shanghai. Having been the founder Head of the Research Development and Consultancy Division of the Council for the Indian School Certificate Examinations and Advisor to the International Cell of the Central Board of Secondary Education, he is intimately acquainted with both the systems as also with the institutions affiliated to other Boards of School Education in India.
He is the author of numerous books and monographs. Some of the main of these are Examination Reforms in India (UNESCO, Paris; 1979), Challenges in Educational Evaluation (Vikas, New Delhi; 1989), Examination Manual (S. Chand, New Delhi; 2000) and Curriculum and Methods of Teaching, (Shipra, New Delhi; 2006).
He has also been decorated by the Government of France with the title of "Chevalier dans I'Ordre des Palmes Academiques".
